On paper, Bashar al-Assad has agreed to a peace plan put forth by Kofi Annan, the UN and Arab League envoy to Syria.  But in practice, the embattled Syrian leader has done nothing to implement it. The plan calls for the withdrawal of heavy weapons and troops from population centers, humanitarian assistance, the release of prisoners, and free movement and access for journalists.  Cartoon by Gary Clement of Canada.
